    DELAY Tactics are grounded in Deception & Deceived ''more or less'', is all about BELEIVING that CHANGE will ultimately rest upon a ''matter of speed and the rate'' of a COMPLETE Change; APPARENTLY, curbing online piracy, which had APPEARED to be on a fast track for approval by Congress, ''appears likely'' to be scaled back or jettisoned ENTIRELY!
